In consonance with the provisions of the 1973
Consti tution and the declared policy of the National Board
of EdQcation on bilingQalism in, the schools in order to
develop a bilingQal nation competent in the Qse of both
English and Filipino~ the Department of Education and
Cult~re hereby promulgates the following supplemental
gQidelines for the implementation of the policy at ter­
tiary institutions:
"Courses in English and Filipino shall be
offered in tertiar;.,- institQtions as part of
appropriate cQrricula pQrsuant to tlLe policy
of bilingual education; furthermore by school
ye ar 1984
all gradQates of tertiary institutions

be organized on the nationa1

tion and Culture and its agencies and instrwnentali ties with the
cooperation of teachors 9 colleges and universities.

All schools/school divisions shall prepare longo-range plans
for teacher in...!service training and materials acqulsi tion and/or

TertiElry institutions (oollegiate onc1 graduate levels) are
given discretion to develop their OVTIl schedules of implementa­

It is desired in this connection that the teams as oreanized
in the enclosure to this memorandum be rallied for practice in
preparation for the actual events as scheduled.
The team captains
and playine coaches shall be held responsible for the preparation
and mana5ement of their respective teams.
3.
Instructors concerned, 'lho happen to have their classes at
4:00-5:00 P.H., are authorized to play at the scheduled events and
to require their students to cheer, observe and witness the volley­
ball games for their motivation and evaluation of the sports perfor­
mance of the MSAC personnel in the sports proeram.
Instructors whose
students witness the eames should be required to write and present
sports stories for open discussion in their classrooms.
Compliance hereof is enjoined.

2. Require all freshmen, sophomores, juniors, AIP seniors to go through
the 8dditional 40-Hour YCAP every other SAturdRY per semester or 80 houroper
yeRr. The ChClirmen of YCAP Advisprs shall certify on the number of' hours com.
pleted in their respective sector 0 1 assignments; they shall submit the~e certifi.
eRtions to the Registr3r for recording and Rccounting purposes. A schedule of
work by cl13sses for their sectoral assignments, with YCAP Advisc-rs (ChAirmen)
who will consolidnte certific~tes of completion, will be prepAred and issued for

3. Exempt college students who Are self-p~ployed in production and/or eiv
